The Texas Commission on Environmental Control (TCEQ) manages fifteen different types of districts including, Drainage Districts, Fresh Water Supply Districts, Municipal Utilities Districts, Levee Improvement Districts, Special Utility District, Water Control & Improvement Districts, and Municipal Management Districts as just a few examples. Each of these districts were set up to serve a specific purpose for the individuals and businesses in the immediate areas and most of these districts were given the authority to levy taxes, issue bonds and to carry out the specific purpose for which it was created. There are over twelve hundred districts in the State of Texas with a vast majority located in the greater Houston area. The Texas Water Code requires each district, with some exceptions, to have their year-end financial reports prepared in accordance with Generally Accepted Accounting Principles and then audited by independent Certified Public Accountant (CPA) each year and for those audit reports to be made available to the public.

A financial audit provides the highest level of assurance by a CPA, who reviews on a test basis, evidence supporting the amounts and disclosures in the financial statements; therefore, an audit involves judgment about the number of transactions to be examined and the areas to be tested. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. Auditors plan and perform audits to obtain reasonable, but not absolute, assurance about whether the financial statements are free of material misstatement.

I am currently in my third term as a Director of Fort Bend Municipal Utilities District (MUD) # 41 and as a result am very knowledgeable about the MUD industry. As long as the water flows when you turn on your taps and it goes away when they flush the toilet people generally don’t think too much of their MUD, except maybe when they have to pay their MUD taxes, but MUDs and other special districts are very important to the Greater Houston area and I think a lot more people found that out after Hurricane Harvey came through this year.
